On April 10th, the launch ceremony of the Guangdong TV portal of the Smart Education of China platform for primary and secondary schools was held in Guangzhou. The event outlined the "four foundations" and "five key initiatives" for promoting digital transformation in education across the province.

Guangdong's efforts to promote digital education transformation are built on four strong foundations. First, there is an urgent demand for digitalization. With more than 28.7 million students enrolled in schools, ranking first in China, Guangdong urgently requires high-quality, systematic, and diverse digital educational resources. Second, the province has robust new infrastructure. All primary and secondary schools in Guangdong have 100% broadband access, with speeds exceeding 100 Mbps; more than 99% of classrooms are equipped with multimedia devices. Third, Guangdong is rich in high-quality cultural resources. It is a major powerhouse in culture, media, and the internet. Fourth, the province has strong capabilities in information technology. Guangdong leads China in 5G, cloud computing, and big data infrastructure, and is home to many top tech companies. Educational institutions and related enterprises engage in deep collaboration in areas such as hardware, platform technologies, and artificial intelligence (AI).

At the launch event, five key initiatives were announced to drive digital transformation in education across Guangdong.
Strengthening new infrastructure for education. Guangdong will promote the digital, contextualized, curriculum-integrated, and personalized development of educational equipment, laying a solid foundation for educational reform in the information age. The province will enhance rural digital education infrastructure to ensure all village schools are connected via remote classrooms, every class is linked to smart teaching platforms, and everyone benefits from digital applications.

Enhancing the intelligent services of the platform. Guangdong will accelerate the comprehensive application of the platform for all users and processes, and build a five-tier service system. Leveraging its concentration of tech enterprises, the province will actively integrate cutting-edge technologies into educational scenarios, exploring new models of "AI + teaching, teaching and research, and management."
Improving teachers' digital competencies. Through the new "strengthening teacher force" initiative, Guangdong will encourage teachers to embrace and utilize technologies such as big data and AI. The province also aims to attract a cohort of teaching graduates with insights into large-unit, interdisciplinary, and digital education to work in the region.

Expanding the supply of high-quality educational content. Guangdong will encourage media outlets, cultural and museum institutions to participate in curriculum development. The province will also motivate teachers, students, and schools to produce quality content to support self-directed learning, improved teaching practices, and home-school collaboration. The aim is to help students gain scientific knowledge, appreciate cultural richness, and build well-rounded personalities through extended classroom experiences.

Stimulating collaborative innovation in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA). Guangdong will promote educational development in the GBA through active exchange and cooperation, jointly establishing a regional benchmark for digital education transformation.

广东将出台五项举措推进教育数字化转型
4月10日,国家中小学智慧教育平台广东电视门户上线仪式在广州举行。上线仪式活动明确了广东推进教育数字化转型的“四个基础”和“五项举措”。
推进教育数字化转型,广东有“四个基础”。一是对数字化需求迫切。广东在校生超2870万、全国第一,迫切需要高质量、体系化、多类型的数字教育资源。二是新型基础设施完备。全省中小学实现宽带接入率100%,超100M宽带速率100%;课室多媒体设备配备率超99%。三是优质文化资源富集。广东是文化大省、媒体大省、互联网大省。四是信息技术实力雄厚。广东拥有全国领先的5G、云计算、大数据等基础设施,拥有众多信息技术头部企业,教育机构和有关企业在硬件设施、平台技术、人工智能等方面深度合作。
上线仪式活动明确,广东将推出五项举措推进教育数字化转型。
加强教育新基建支撑力。推动教育装备数字化、情境化、课程化、个性化发展,夯实信息化时代教育变革的基础条件。补全补好乡村教育数字化基础设施,实现乡村学校专递课堂校校通、智慧平台班班连、数字应用人人用。
提高平台智能化服务力。广东将加快推进国家中小学智慧教育平台全域全员全流程深度应用,建立“五级贯通”服务体系。同时,发挥广东科技企业密集优势,积极推进前沿技术赋能教育场景,探索 AI+教学、教研、管理的新模式。
提升教师数字胜任力。推进“新强师”工程,引导教师更好地拥抱和使用大数据、人工智能等技术。着力吸引一批对大单元、跨学科、数字化教学有见地的师范生来粤工作。
强化优质内容供给力。推动媒体、文博机构等参与教育教学课程建设,充分调动师生、学校等创作优质内容的积极性,有力支撑师生自主学习、教师改进教学、家校协同育人,让学生在第二课堂中掌握科学知识、领略文化魅力、塑造健全人格。
激发湾区合作创新力。推进粤港澳大湾区教育在交流中繁荣、在合作中创新,共同打造教育数字化转型“湾区”标准。
